The Ease of Doing Business rankings, published every year, measures how easy or difficult it is for a citizen of a country to start and run a small- or medium-sized enterprise, while following the relevant local regulations. It measures changes in regulations in 11 spheres affecting the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency and labour market regulation.
